What to Send for the Initial Review

For Paper Submission:

The proposal package consists of:

  • RES form with original PI and departmental signature(s)

  • Conflict of Interest 700-U form with original signatures (if required)

  • Salary calculation backup and/or estimated budget worksheet (if required)

  • Original proposal Signature Page signed by PI

  • One to four copies of the complete proposal application:

    • One copy for OCGA, one additional copy if any Health Sciences or SIO researcher are involved in the project:

    • One copy for Animal Subjects, if applicable

    • One copy for Human Subjects, if applicable (continuation applications only)

For Electronic Submission:

There are a vast array of possible electronic proposal submission systems depending upon the discretion/policies of the non-profit agency. This can include an actual on-line system, to which access may need to be granted, or submission using an e-mail attachment.

 

Most agencies require that the actual electronic submission process occur using a central authorized office, such as OCGA, while others allow the actual electronic submission process (pushing a button) to be executed by the Principal Investigator or Department. Please Note: In the case of the latter, this can only be done after review and approval of either OCGA or the SIO Contract and Grant Office..

 

For all electronic proposal submissions, at least 10 working days prior to the agency deadline, send the RES form, the Conflict of Interest form, if applicable, and Budget Backup to OCGA or SIO. It is also critical that access to the agency's electronic on-line system be provided to OCGA or SIO as early in the proposal process as possible.

 

Then, at least 10 working days prior to the agency due date, the complete paper or electronic proposal package, should be routed to one of the following UCSD offices:

  • OCGA - Office of Contract and Grant Administration, for General Campus and Health Sciences proposals

  • SIO - Scripps Institution of Oceanography Contract and Grant Office for SIO proposals

RES form with original PI and Departmental signature(s):

  • RES form - Request for Extramural Support form.

  • For departments/ORUs with remote business offices, a copy with departmental/ORU signature(s) can be faxed.

  • All sections of the form need to be completed carefully, including space information; building and room numbers, VA or hospital use, Cost Sharing information, and current Human and/or Animal Subjects protocol numbers and approval dates.

Please Note: Missing information can delay review, and in the case of Cost Sharing, may require the form to be re-signed by the department.

Conflict of Interest 700-U form(s) with original signatures:

  • The 700-U Form - Statement of Economic Interests for Principal Investigators must be completed, signed, and submitted before the proposal can be mailed. Please Note: An original signature is always preferred, however faxed signatures will be accepted.

  • This 700-U form must have original signatures from the PI and Co-PI.

  • If the "Yes" box is checked, an Addendum form is needed for that individual.

  • The Addendum can be submitted directly to the COI office after the proposal has been mailed.

Salary calculation backup and/or estimated budget worksheet (if required):

  • Salary calculation backup is required for all proposals requiring detailed budget pages.

  • There is no specific format prescribed for this information.

One to four photocopies of the complete draft proposal application:

  • These review copies must contain finished or final draft versions of the budgets, form pages, and the description of animal and/or human subject use.  

  • The research plan may continue to undergo revision during the review process.  

  • Send only photocopies, not originals, of signed subcontract Signature Pages or letters of support, if applicable.  

  • Do not include any appendices at this time.

What the proposal package should not include:  

  • Original PI Exception Requests - see PPM 150-10.

  • Human or Animal Subjects protocol applications.

  • These items should be sent directly to the appropriate office(s) prior to submitting the proposal review package to OCGA/SIO.

What happens next?:

  • OCGA/SIO will call and/or e-mail the department/ORU contact listed on the RES form with any necessary or suggested changes and/or corrections.

  • Final copies of the proposal for mailing or electronic submission will be requested.

  • Department/ORU will submit the final copies to OCGA/SIO for mailing or electronic submission. See What to Send OCGA/SIO for Mailing for further information.  

  • For paper submission, OCGA/SIO will attach Signature Pages and package and forward the proposal to the agency via an overnight carrier.

  • After the deadline, copies of the final proposal will be distributed to the department contact, PI, and other required campus offices.
