Tobacco Industry Funding
Topic at a Glance:
University of California Regents Item 89:
In September 2007, the University of California, Board of Regents approved RE-89, a resolution that requires the adoption of special review, approval, and reporting procedures for proposals to obtain research funding from the tobacco industry. This resolution also provides that University researchers should consider carefully whether to accept research funding from the tobacco industry (or other tobacco entity), and to exercise the utmost care to ensure that their research adheres to the highest scientific and ethical standards, including vigilance in not allowing any sponsor to direct or control the outcome of their research or the dissemination of its results.
As a result, based upon Office of the President (OP) guidance, the UCSD campus has established the following policy based upon a notice from the Chancellor dated April 29, 2008.
In accordance with RE-89, this policy requires that prior to submission of a proposal for research funding from the tobacco industry (or other tobacco entity):
- A scientific review committee composed of academic members with expertise in areas of science relevant to the proposal being submitted, will advise the UCSD Chancellor whether the proposed study uses sound methodology and whether it appears designed to allow the researcher to reach objective and scientifically valid conclusions.
- Also, please be aware that the Chancellor will issue a written determination approving or disapproving submission of the proposal, including a rationale of the determination. A copy of this determination will then be provided to the researcher, the UC President and The Regents.
OP has provided a preliminary list of companies and other entities that are considered part of and/or related to the tobacco industry.
However, please be advised that this list is not all inclusive, nor does it mean that the fact that a company does not appear on the list is conclusive that it would not be included within the scope of RE-89. If you have questions about a particular sponsor, the OCGA or OCGA/SIO will be happy to assist in determining whether RE-89 applies.
Since prior approval is required by the campus before formal proposal submission to the potential sponsor, it is imperative that the OCGA or OCGA/SIO be contacted as soon as possible if you plan to solicit funding from any entity that would come under the purview of RE-89. The OCGA will then contact the Vice Chancellor Research, who will coordinate the required review process.
If you have any questions, please contact the designated OCGA or SIO Contract and Grant Officer.
